The first pilot "Orientation Course for Stabilization and Reconstruction" was conducted in the period 04 - 08 May 2026, at the "Goce Delchev" barracks in Skopje, for personnel from the Ministry and the Army, within the framework of NATO Capability Target S1106.
The course represents a significant step in strengthening national capacities for participation in stabilization and reconstruction operations and is the result of many years of dedicated work, cooperation and development. This course is the result of the continuous development of the initial concept that included expert workshops, the establishment of a team of national trainers and the close cooperation with the Post-Conflict Operations Study Center (PCOSC) in Turin and the Ministry of Defense of the Republic of Italy.
This first official course, conducted by national trainers, represents a practical implementation of NATO Capability Target S1106 – Training of its own personnel for stabilization and reconstruction. Through its implementation, our country is making a significant step forward in the advancement and development of national capabilities and the contribution to the Alliance's capacities to deal with modern security challenges. With the implementation of this course, the Ministry of Defence continues to actively develop national capabilities and the readiness of its personnel for effective participation in modern missions and operations in the field of stabilization and reconstruction.
During the course, participants had the opportunity to acquire knowledge and skills in several areas related to stabilization and reconstruction, including: the functions of stabilization and reconstruction from NATO, the United Nations and the European Union perspective; international humanitarian law; legal aspects of operations; strategic communications; intercultural communication; security sector reform; the role of non-state armed actors; the protection of cultural heritage; as well as security aspects and civil-military cooperation in an operational environment.
The activity was implemented in accordance with the Bilateral Cooperation Plan with the Republic of Italy for 2026 and the Plan for Education, Expert Training and Advanced Training of Employees in the Ministry of Defence and the Army for 2026.
